Hiring Range: $93,651 – $125,000 and $5,000 Signing Bonus! The maximum salary for this position is $140,455. An offer may be made above the hiring range depending on the candidate’s qualifications.

The primary purpose of the Deputy Director of Community Development is to lead land use case processes and to oversee, coordinate and direct staff planners within the Community Development Department. The Deputy Director also carries out complex planning work, provides oversight to other planners, and assists the Director of Community Development in providing staff support to the County Board of Commissioners, Planning Commission, and other boards assigned to him. assigned.

- Delegates planning tasks and supervises, coordinates and directs the activities of project managers for land use planning files (staff planners).
- Develops work plans and methodologies to achieve planning program objectives.
- Provides answers to process questions for staff planners and instructs and coaches staff planners on policies, regulations and programs administered by the Planning Division.
- Seeks opportunities for continuous improvement on processes and procedures while complying with land use regulations.
- Attends pre-application and consultation meetings with owners, potential developers and representatives of all relevant county departments as required.
- Reviews requests for compliance with requirements of Eagle County Land Use Regulations and other county guidelines, state laws, and federal regulations.
- Reviews all sufficiency and dismissal reports, staff reports, resolutions, presentations and other forms of communication as required prior to public submission.
- Conducts weekly meetings on the status of land use records with staff planners and communicates any upcoming challenges to the Director of Community Development.
- Provides support to the Planning Commission and Board of County Commissioners in coordination with the Director of Community Development.
- Work with appropriate staff to provide senior level support on active land use files of moderate to high complexity, including effective project scope, planning, planning and execution.
- Compiles relevant site-related information through field reconnaissance and historical county data.
- Prepares and presents high quality written materials including staff reports, topic reports and white papers. This work will be coordinated with the Eagle County GIS department to include high quality graphical materials and analysis.
- Acts in a manner consistent with the Eagle County Strategic Plan as developed by the Board of County Commissioners, while providing the highest level of service to our internal and external customers.
- Builds and maintains strong relationships with local municipalities, non-profit organizations, business interests and other organizations focused on economic development.
- Exercises judgment in determining when to make independent decisions and when to seek advice from the Director of Community Development.
- Coordinates performance reviews with the Director of Community Development.
- Supports the Director of Community Development or directs internal operating procedures and process improvements for the Planning Division.
- Acts as Community Development Manager when needed, such as during medical leaves or long vacations.
Other responsibilities and special projects as needed:
- Attend civic and local meetings and conferences.
- Supports long-term planning processes based on needs and available capacity.
- Supports or leads the coordination of grant writing and contract administration for corporate planning assistance.
- Observes safety and security procedures, uses equipment and materials safely, and reports potentially hazardous conditions.
- Serves the community by demonstrating the mission and core values of Eagle County Government and following relevant policies and procedures.

Education, experience, license, certification or registration:
- Seven (7) or more years of progressively responsible experience implementing and enforcing land use regulations, administering current land use plans and long-term ; or, any equivalent combination of education and experience that provides the required knowledge, skills and abilities.
- Four (4) or more years of supervisory experience.
- Bachelor’s degree in urban/regional planning or related field or studies from an accredited college or university. Or any equivalent combination of education, training and experience that produces the required knowledge, skills and abilities.
- Masters degree in urban/regional planning or related field from an accredited college or university preferred.
- Valid state driver’s license and satisfactory motor vehicle record.
- AICP certification (American Institute of Certified Planner) desirable.
Knowledge, skills and abilities:
Considerable knowledge of federal, state and local laws, ordinances and codes pertaining to a wide variety of planning topics.
Ability to provide constructive and timely feedback, support and coaching to supervisees.
Ability to interact with the public in a positive, collaborative and non-confrontational manner. Ability to manage conflict for an effective and positive outcome.
Excellent organizational and record keeping skills. Supervises and is responsible for the approval of several complex projects. Effectively interprets data dealing with complex problems and situations. Demonstrate critical thinking and analytical ability, synthesizing complex facts and issues in order to propose effective solutions tailored to competing interests.
Has organizational skills to build allies and relationships in the Departments of Community Development, Engineering, Housing, Environmental Health, and Sustainable Communities and other partner county departments, programs, and agencies. ‘Eagle.
Works with allies to build consensus and create results, is diplomatic appropriately, understands the roles and perspectives of others, and promotes projects and ideas in the department, county, and western Colorado region.
Able to influence and motivate effectively through oral and written communication.
Demonstrates willingness and availability to represent the Community Development Department and County at public events and meetings as required.
Demonstrates initiative and self-motivation to succeed in the stimulating and stimulating environment of Eagle County.
Proficiency in Google programs as well as Microsoft Office and Adobe Acrobat. A working knowledge of GIS and experience with other computer database programs is preferred.
